The Board direct me to state in reply, for the information of the Secretary of State that they have no substantial alterations to suggest in the draft; but that the following observations may be made thereon.

Section 28. There would appear to be some error in the wording of this Section and it may be that in the fourth line the word "from" should be substituted for "to" and in line five the words "or by means of" for "and".

Section 32. It is observed that no provision is made for empowering the Governor in Council to disallow any byelaw made by the Promoter i.e. should such byelaw be open to objection, or in the event of the Promoter not having complied with the enactments of the section.

Section 35. The approval of the Governor is not provided for in respect of any lease of the Tramway.

Section 47. In the eighth line the words "Sections 37 and 38" should apparently be substituted in place of "Sections 35 and 36".
